VDS_E_INVALID_STATE

This is a broad VDS object-state rejection used outside the more specific virtual-disk transition codes. The official error text explicitly tells the caller to call Refresh and retry. VDS maintains an in-memory object model of providers, disks, volumes, and related storage objects; external changes or asynchronous operations can make a previously acquired object view stale.

Why this state matters

IVdsService::Refresh refreshes cached object properties and synchronizes known disk layout information with the driver view. It is not a universal repair operation and does not make every state valid. After refresh, the caller still needs to re-query the object and check whether the requested operation is permitted from its actual current status.
