VDS_E_REFS_FORMAT_NOT_SUPPORTED is tied to disk capability rather than to an unrecognized filesystem string. VDS exposes VDS_DF_REFS_NOT_SUPPORTED in disk properties so a caller can reject ReFS before launching a format operation.

Check the disk flag and volume role first

Read VDS_DISK_PROP or VDS_DISK_PROP2 and decode all disk flags.
Confirm that the requested target and Windows edition support ReFS formatting.
Offer a supported filesystem instead of retrying ReFS with different label or quick-format options.

The flag is informational and cannot be cleared by the application. Formatting parameters such as allocation unit, label and compression do not change the underlying ReFS capability. Also distinguish “cannot format ReFS here” from “cannot read an existing ReFS volume”; they involve different paths and should not trigger automatic reformatting.
