WINBIO_E_DISABLED

WINBIO_E_DISABLED is returned when administrative policy prohibits use of the Windows Biometric Framework API. WinBioOpenSession documents this result directly, so it should be diagnosed as platform policy state before treating it as a sensor, database, or adapter failure.

Check policy before opening more sessions

The Windows Biometric Service manages installed biometric devices, but policy controls whether applications may use the framework. A disabled framework is therefore different from WINBIO_E_SENSOR_UNAVAILABLE, which concerns units requested for a private pool. Keep those cases separate in telemetry so administrators can distinguish configuration from hardware availability.
