WINBIO_E_TICKET_QUOTA_EXCEEDED
WINBIO_E_TICKET_QUOTA_EXCEEDED is a per-process resource/lifecycle condition. The process has accumulated more outstanding WBF tickets than the framework permits, which usually points to operations being created faster than their ticketed state is completed or released.
Count outstanding operations by process
- Instrument ticket-producing requests with a monotonic operation ID and log when each operation reaches its terminal state.
- Check cancellation, timeout, and error branches for ticket state that is abandoned while the process continues running.
- Apply back-pressure before creating more ticketed work instead of immediately retrying after quota exhaustion.
This HRESULT differs from WINBIO_E_INVALID_TICKET: the current request may be otherwise valid, but the process has too many outstanding tickets. A process restart can remove the symptom by destroying all state, yet the durable fix is to find the path that leaks or overproduces outstanding operations.
