TPM_20_E_INITIALIZE
TPM_20_E_INITIALIZE maps to TPM_RC_INITIALIZE. The TPM has not been initialized by TPM2_Startup, or an incompatible second initialization was attempted. This is a TPM lifecycle state result, not a missing key, PCR, or application-level permission problem.
What to examine
- Determine whether the request was issued before the system TPM stack completed its startup sequence.
- Check the startup mode and TPM reset/resume sequence rather than retrying the same application command.
- For a Windows application, collect TPM driver and firmware state information instead of calling raw startup commands through a parallel stack.
