FVE_E_TRANSIENT_STATE

Wait for a stable volume state

FVE_E_TRANSIENT_STATE means that BitLocker encountered a temporary internal volume state in which using the available encryption keys would be unsafe or ambiguous. This can occur while protection, conversion, locking, unlocking, or metadata updates are changing the effective configuration.

A transient state is not evidence that the keys are permanently lost. The useful response is to identify the operation already in progress and allow it to complete or roll back, rather than immediately deleting protectors or starting a second conversion command.
