Windows combines a global registry value with per-volume flags to decide whether NTFS creates 8.3 short names. Per-volume enable or disable operations are valid only when the global mode allows per-volume control.

Changing the policy can affect installers and applications that still store short paths. Microsoft provides query, scan, test, and strip modes so administrators can identify registry references before removing existing short names.
