The DVD device is already in use

NS_E_DVD_DEVICE_CONTENTION (0xC00D1170) means Windows Media Player cannot obtain the DVD device because another program or graph is using it. The failure is about device ownership, not media format or region policy.

Find the competing owner

Record the physical drive, open handles if available, active media applications, and whether another DirectShow/DVD graph remains alive after its UI closed. Device-monitoring or disc-authoring software can also retain exclusive access.

Verification

Close the process or graph that owns the device, ensure its handles are released, then build the Player graph again without changing the disc. If playback proceeds to decoder, region, or protection checks, that later result is separate evidence. Reinstalling codecs is not a useful first response to device contention.
