MF_E_RATE_CHANGE_PREEMPTED means that a requested rate change lost to another command or later state change. Treat it as a cancelled request, not as confirmation that the requested rate became active.
Recover from the current state
- Wait for the relevant Media Foundation completion event, then query or retain the actual current rate.
- Coalesce rapid UI requests so only the latest intended rate is committed.
- Do not retry an older rate request automatically if a seek, stop, or newer rate change has superseded it.
Include command sequence numbers or a generation counter in logs to make preemption visible during debugging.
