Temporary resource state rather than a permanent limitation

The topology is valid and can belong to the adapter’s capability model, but the display driver cannot implement it in the current resource state. A display engine, output codec, plane, bandwidth reservation, or other hardware resource is already committed to a competing configuration.

This is therefore different from STATUS_GRAPHICS_VIDPN_TOPOLOGY_NOT_SUPPORTED, which describes a topology that the adapter model cannot implement at all. Capture the active VidPN and resource-sensitive choices before changing modes; a successful retry after releasing or reconfiguring another display path is meaningful evidence here.
