STATUS_FVE_NOT_ALLOWED_TO_UPGRADE_WHILE_CONVERTING
This status is a lifecycle ordering rule. The volume is converting—encrypting or decrypting—so BitLocker will not perform the requested version upgrade at the same time. It does not identify a bad recovery key or a failed hardware protector.
Use manage-bde -status to record the conversion state and percentage before scheduling the upgrade. If conversion was intentionally paused, distinguish that from a completed conversion; an upgrade should wait for a supported stable state.
Do not interrupt a conversion simply to retry the upgrade. Plan the operation in a maintenance window, preserve recovery material, and use the documented management command sequence after the conversion lifecycle is complete.
