ERROR_GRAPHICS_NO_AVAILABLE_VIDPN_TARGET is returned when topology construction cannot connect the specified source to an eligible target. A target may be connected yet unavailable because it already belongs to another path, cannot be routed from that source, or would violate hardware resource and cloning constraints.

Enumerate candidate targets and record a rejection reason for each. Check current path ownership, connector routing, target mode support, and whether a stale topology still reserves the target. Creating another source or forcing a mode does not solve a routing shortage; the topology must release an existing target or choose a different valid source-target pairing.
