Prevent overlapping AddAudioTrack operations

This code does not mean that the disc already contains tracks; existing-track count and blank-media policy have separate APIs and HRESULTs. If no write should be active, look for reentrant event handling or duplicate job dispatch. Preserve the final HRESULT of the original AddAudioTrack call so later lifecycle errors do not hide the first failure.
