This status is a mode-selection error. The caller selected a padding scheme that the primitive does not support or that is inconsistent with the surrounding operation.
It differs from ippStsPaddingErr: here the scheme itself is not acceptable, while ippStsPaddingErr means a selected scheme failed validation against actual data.

- Check the padding enum or mode argument passed to the IPP function.
- Verify that the algorithm, block size and padding policy are meant to be used together.
