This status points to compressed code-block payload rather than to the whole image container. The Tier-1 arithmetic-coded data for a block cannot be decoded consistently with its declared pass structure.
A single damaged block may affect only part of a tile or subband. Preserve tile, component and code-block coordinates so the damage can be traced to packet loss, file truncation or wrong packet header parsing.
