ERROR_WMI_TRY_AGAIN

A transient provider result is not an unconditional retry instruction

This status tells the caller that the request was not completed at the current time. It does not establish that the provider has no side effects, that the target object still exists, or that a write can be replayed safely. A query and a configuration change therefore need different retry policies.

In the WMI provider path, object lifetime can change while a device is starting, stopping, registering blocks, or servicing a previous request. Retrying should be bounded and should revalidate the provider, GUID, and instance rather than retaining a stale buffer or handle.
