Quorum resources are protected cluster infrastructure

The quorum mechanism determines whether enough voting members are available for the cluster to continue operating safely. Legacy quorum-resource APIs also treat a designated quorum resource specially because it participates in maintaining cluster configuration and unity.

This error is a guardrail: a management operation that would be valid for an application resource is not automatically valid for the quorum resource. Change quorum through the supported quorum configuration workflow rather than attempting to delete or stop the object directly.

What to inspect

Read the current quorum configuration and witness before changing any cluster core resource.
Use Set-ClusterQuorum or the Configure Cluster Quorum Settings workflow for a supported witness change.
Revalidate quorum after the change and confirm that the witness location is reachable from the intended failure domains.
