An arbitrary cluster resource cannot become quorum storage

Designating a quorum resource is not only a naming change. The resource must belong to a resource type and storage model that the cluster can use for quorum semantics. A normal application, service, IP Address, or vendor resource is not made quorum-capable by being highly available.

Modern Windows Server clusters commonly use node majority plus disk, file share, or cloud witness configurations. Diagnose this code by checking the selected quorum mode and the actual resource type rather than modifying generic resource properties.

What to inspect

Use Get-ClusterQuorum to identify the current quorum mode and witness resource.
Choose a witness type supported by the cluster design instead of trying to convert an application resource.
For a disk witness, validate shared storage visibility and cluster validation results before selecting the disk.
