VDS_E_DISK_IO_FAILING indicates that storage I/O is failing, so the disk cannot be treated as a normal configuration target. Retrying layout changes can increase risk and obscure the original device, controller or path error.

Prioritize data and hardware diagnostics

A VDS refresh may update the object state but cannot repair failing I/O. Moving the disk online or clearing a read-only flag is not an appropriate substitute for hardware diagnosis. If multipath or external storage is involved, verify the entire path and provider status, not only the logical disk object.
