VLC and FLC failures happen while reading compressed syntax. The current bit pattern does not match a legal entry in the table selected by the decoder state.
Treat this as a synchronization or table-selection problem first. The bitstream may be damaged, but the same status can also follow from a wrong profile, wrong syntax mode, or a caller that started decoding at the wrong bit offset.
Check these details
- The syntax element being decoded when the failure occurs.
- The table selected by profile, object type, or scan context.
- The byte and bit position immediately before the failed read.
